unincandy : so i saw these cards that say you buy the card for $4 and you can reload it with money to buy things online etc i was wondering if you need a parent or someone to go in to get it or can you just buy it yourself? im 15

Allegedig : You will need to be 18. In order to get a reloadable card you need to fill out the paperwork and send off for the card. They need your full name, age, SSN and address and then they would send you a card with your name on it... but you can't because you are not 18 years old yet.

DelennyNope : total waste of money and you must be 18

The problem with prepaid and gifts and debits are holds if your order is $50 and you have a $50 card the hold will take the $50 and unless it is release by the time your order is ready to ship which 99% of the time it is not the card will be rejected for the sale. You need 2 times the purchase amount. Also most online site do not accept prepaid or gift cards at all. They are almost impossible to refunds on. All prepaid and gift cards SUCK Federal law protects users of CC from fraud you have none with other cards

IrrineeFurf : Hang on! Windows 8.1 hasn't been officially released yet! Win 9 is a long way off, at least another 3 to 4 years.

tyncroyaLry : You might have to endure a few more years of 8.X yet where X equals ascending numbers.
Apparently they are still recruiting development personnel for Windows 9 and IE 11;

9 might be 64 bit only it seems.
I would hope that they have learned from lessons from the reception given to 8, but not much else is known as yet.
All Windows have a designed lifecycle by the way as they make their money by selling licences for them;

Traditionally though every other Windows release is a good one, so we would expect 9 to be an improvement on 7.

EpildKitillek : You can only place programs on discs. There are password hacking programs out there, but why couldn't you have searched for one on Google?
